One's for Prophecies, one's for Factions. Yes, that means you can have two on your skillbar if you own both; no, it doesn't help to have two on your skillbar. Next time, ask a slightly more meaningful question than "what the hell?"

Seriously I just started factions and im seeing skills that are just duplicates of skills already in the game... Can I geta explanation?

this was covered in great detail awhile ago.

in ADDITION to the new skills certain duplicates were put in as a bonus and i repeat are ADDITIONAL skills not lazy devs

One's for Prophecies, one's for Factions. People who only play Prophecies only get Tiger's Fury; people who only play Factions only get Bestial Fury. There are only 30 duplicated skills if I recall correctly; none of them are too outstanding to make it worth bringing two of the same skill.

Tiger's and Bestial dont stack. They recharge fast enough. No exploit anywhere in sight.
